Okay—for all of the organizations that will need to administratively create contact records for volunteers that are either unable or unwilling to create a HOC account for themselves, this is how you do it. You actually do it from the FRONT END/PUBLIC side of the site, not from the partner or admin portal.
Here's the instructions:
Go to the public site in a "not logged in" state and go to the volunteer opportunity they want to administratively sign someone up for. Click on "Sign up" — they'll then be asked to login or register.
Register this volunteer, using either the volunteer’s real email (if you do this, the volunteer will get emails from the system,) or a “dummy” account that will only go back to the organization (but it will have to be an unique dummy email for each volunteer.) This will create the contact record for the volunteer, and upon completing the signup process it will also create the connection for them on the back end!
Then, in the future, once the contact has been connected to one of the partner’s opportunities — you'll be able to create additional connections for that volunteer administratively.
